I hate when they say that. It is totally meaningless. Yes, we can avoid a 40dC temperature rise if we act now! But we cannot prevent a 3dC temperature rise that is going to destroy civilisation. It is the end of the world as we know it. Nevertheless, every degree, every tenth of a degree we can prevent will save a hell of a lot of suffering.
