Malls are NOT public spaces. They are private spaces. You have no freedom of speech in a mall, for example. Mall owners set the rules for what you can an cannot do in their malls. Parks are public spaces. Steets and sidewalks are public spaces. The town square, should you have one, is probably a public space. But not malls!
