The asteroid belt is very, very far away. You could try to catch an asteroid that happens to swing by the earth, but they are still much further out than the moon and they come and go pretty quickly. It would be impractical to slow one down or actually capture it. We don't even have an economical way to tow an iceberg to Los Angeles for fresh water, and icebergs have much less mass than an asteroid.
